Supply chain optimization is a tool in Trading Partner Connect designed specifically to help manufacturers plan production runs and raw material purchases. It allows you to see how many units of a product you manufacture are currently available for sale from all distributors with whom you have a trading partnership.
The Get Item Availability request is more about item availability than pricing. You will not receive pricing information on the request.

To start the process of entering an item request for availability, click the Get Item Availability - Select Trading Partners link. This topic explains how to select the trading partners on which the item availability request is to be performed.
